As the Commonwealth of Puerto Rico is a United States territory, U.S. Citizens do not require a visa. A U.S. Passport is strongly suggested for travel, but a valid government issued I.D. and birth certificate copy will be sufficient as long as travel takes place directly between parts of the United States.
